My own feeling is that Medium and Substack are two entirely different platforms and that the two should not try and meet.

It feels as if Illumination just became too large and something entirely other than the original concept of a Medium Publication.

I apologise if I have missed your ongoing communications over the past six months so that the most recent message took me aback. I'm not sure the wording makes it sufficiently clear that nothing has changed as far as writers on Medium are concerned. Indeed, I"m not sure I'm entirely convinced that things remain entirely unchanged.
