Marketing books is the business end of publishing so it's not surprising some of the people involved are not themselves great readers or even great lovers of books.
But there are a great many who are. In my time covering the children's books scene in the UK I have come across individuals in Publicity and Marketing who have been genuine and effective advocates for the books they are promoting — and that involves sometimes, I'm sure, being more enthusiastic than they may in fact be.
